Vietnam – China experience and information sharing mission on trade policy review and GATS enquiry point in China

The experiences and lessons learnt by China in the 15 years negotiation’s process in the 8 years of official membership to the WTO are very important for Vietnam due to the political and economic similarities between the two countries. From the 25 to 30 March 2009, a delegation of 10 MOIT, MOF, MPI officials, funded by EU-VIETNAM MUTRAP III, ,headed by Vice Minister of Trade Nguyen Cam Tu, visited the Ministry of Commerce of the Peoples’ Republic of China and the WTO Affairs Consultation Center in Beijing and Shanghai to discuss and learn from the experiences on a WTO recently acceded member.

In Beijing, Assistant Minister of Commerce Qiao Hong welcomed the delegation. Then, Divisions of WTO Department of the China Ministry of Commerce shared with Vietnam delegation their experiences on a number of WTO-related subjects. Indeed, the lessons learnt by China in a number of sectors are of particular interests for Vietnam, such as, among the others, the two 2 trade policy reviews completed during China’s WTO membership (2006 and 2008), the implementation of GATS notification and enquiry point, the participation to the Doha Round negotiations, the implementation of WTO commitments on financial services and related services, the commitments on tariff reduction and the procedures and techniques for the implementation and enforcement of WTO commitments and for securing that domestic laws and regulations are consistent with WTO commitments.

In Shanghai, the Associate President of WTO Affairs Consultation Center, Prof. Yao Wei Qun and some leaders from different Divisions shared their experiences on many different trade-related issues, such as the result of researches, the technical support provided to China Ministry of Commerce during WTO accession negotiations and Doha Round negotiations, training of officials in charge of economic integration for Shanghai authorities, the dissemination of the WTO commitments and rules to enterprises, the research undertook to set up an early warning system aiming at preventing Chinese industries to be hit by third countries’ antidumping measures, and the pro-active application of trade defense instruments in compliance with WTO rules.

Vietnam officials highly appreciated the practical and useful experiences and lessons as well as the policy suggestions provided by Chinese friends regarding all the WTO-related issues discussed together.
